通告つうこく vs. 通知つうち: How to Choose the Right Words

What is the difference between “通告つうこく and 通知つうち“? They have subtle differences. Why native speakers are pretty surprised at フェイスブックから通告つうこくる and are not surprised at フェイスブックから通知つうちる? 通告つうこく” means “Notice” and which has been used as the meaning of “warnings or announcement”. It sounds more serious and formal than 通知つうち. The vocabulary of “通告つうこく” are 最終通告さいしゅうつうこく(a final warning)”, “退通告つうこく(a notice of eviction)” etc. That sounds one of the commands.
