作る — General Making (Most Common)

作る is the default, everyday kanji for making or producing. When in doubt, use 作る. It covers the widest range:

造る is used for constructing or producing things at a large scale — ships, buildings, bridges, sake, wine. The kanji 造 suggests manufacturing and large structures.

  • 船を造る — to build/construct a ship
  • 日本酒を造る — to brew sake
  • ダムを造る — to build a dam
  • 街を造る — to build/develop a city
Rei

造る is especially associated with traditional craftsmanship or large industrial production. Sake breweries (酒蔵, さかぐら) use 造る: 日本酒を造る. Modern craft beer makers sometimes use this kanji too.
