注意報 is an advisory that we have to be cautious just in case. That means the disaster isn’t so serious however, we have to be cautious about the disaster such as 乾燥注意報 (dry air advisory), 波浪注意報 (high surf advisory), 雷注意報 (thunderstorm advisory), 津波注意報 (Tsunami advisory) and so on. 注意報 has been used only for the disaster, unlike 警戒.

So 警報 is much dangerous than 注意報. Such as 大雨警報 (A heavy rainfall warning), 大雨洪水警報 (A heavy rain and flood warning), 大雨暴風警報 /暴風雨警報 (A storm warning, wind and heavy rainfall warning.) and so on. Also 警告 has been sometimes used for people who act badly.
