手薄 vs. 不足: Basically, Which is Used For People?

Both “手薄 and 不足” mean “Lack or Not enough” and which has been used as the meaning of “the state of being without or not having enough of something”. The basic ways to use them are “___が不足しています。” and “___が手薄です。”, etc. So, basically “手薄” is used as an adjective and “不足” is used an adjective or a noun. For instance, 睡眠不足(a lack of sleep), “手薄な警備(lack of security)”, etc. The tips for using them are that “不足” is used in many different ways which are for PEOPLE and THINGS such as “lack of human resource(人手不足)” and “lack of explanation(説明不足), whereas 手薄 is basically used for PEOPLE such as “手薄な警備(lack of security)” which means “there is lack of resource of the security.), etc.
