冷たい (つめたい) — Cold to the Touch

冷たい describes something that is cold when you touch it or consume it — a physical surface or substance that feels cold. It also describes an emotionally cold person or attitude.

寒い (さむい) — Cold Weather / Air

寒い describes the coldness of the surrounding air or environment. It's how you describe cold weather, a cold room, or feeling cold because of the air temperature.
